I have heard several things about the point of entry, but I'm not quite sure what it's about. I know that coming from Russia, Anastasia will probably enter first at Dulles (Washington D.C.), but does the embassy require POE information for the visa to be issued? I mean, can someone explain this to me better?

Basically the POE(Point of Entry), is where a Immigrant enters the United States from Another Country. The first place the Person land coming from Overseas. You should make it as close to your place of residence if possible, makes it easy for you to meet her/him at that point. The US Embassy does not require information on your POE. Its all up to YOU about that, Where you want your SO to land! Good Luck!!!

The embassy does not care, nor want any info regarding your POE. That is your call. Just make sure Anastasia does not open the brown envelope. At the POE she will give them her passport with the visa inside, the envelope, take some electronic fingerprints, wait a bit in some hallway/room, be given back her passport with the I-94 inside, be wished good luck, and DONE! My wife came from Belarus and entered through JFK. Any place is fine but as above, the closest to you is best. And the first place she lands, if not a direct flight, will be the POE. Udachi !

I know it's the first place entered at the US, but I thought she had to let the embassy know that at her interview before she was issued a visa - It's probably going to be at IAD anyway, but just checking. Thanks!

IAD is a no-hassle POE. I had a wonderful experience there, all DHS officers I had to interact with there were very nice. Just make sure she's prepared for a LOOOOOOONG line. My plane landed among other 17 flights within a 30-minute window, so I had to spend over 1.5 hours in a huge line for non-citizens just to get to the passport check windows.

The Embassy has no interest in your POE.
