No, I do not believe that you need a guardianship, I assume you are going to apply for a student visa for university or college right?

Do you know how expensive it is to attend college in the US? Can you afford it?

As far as I know there is no age-requirement for a F1 visa, although I believe you might not find a college that will accept a minor foreigner. You will also need a guarantee letter of support from your sponsor abroad (in your case family) and proof of sufficient funds. As a rule of thumb, International students pay double tuition as resident students, you need to find a health insurance carrier in your country until you can establish health insurance in the US.
