Approved I-129F petitions used to be sent directly from USCIS to the consulate. It was usually possible, at that point, to request that the consulate open a provisional file, since Department of State didn't otherwise have any record of the case yet. A policy change in March, 2003, resulted in all approved I-129F petitions transiting through the National Visa Center for centralized intake into the Department of State system. At that point, most consulates stopped allowing for provisional files.

There are still a substantial number of internet sites that recommend sending a letter to request the consulate to open a provisional file. That advice is old. Most consulates won't do it anymore.

Yup, I had that done, ages past on a K-1. It was cool, and worked well.

Today? Not possible to get [but Hey - It's The Phils, where anything is possible]

Not used in long time, stick to the basic application and you will be fine it will take about 6-7 months. Everyone who tries to trick the system and it seems to takes longer and has more headaches. There is nothing fast about this from beginning to end, especially about dealing with the Philippines.

Yes I agree it is a process. I am not interested in any "trick the system".

I do want to be as well prepared as possible tho. I hope being prepared would lead to a shorter time-line. Our goal is to get Rosemarie here (asap) before she is unable to travel due to the pregnancy.

I appreciate this, the greatest country in the World, The United States of America.

Perhaps the thing to do is make sure you have all your paperwork in place and ready to go. We got stuck in AP at NVC on our K1, for almost 8 weeks. While we hung around and waited to see what was going on, I kept assembling my paperwork for packet 3, and when they cut us loose we were all ready for interview.

I was concerned at the time that my police check from Canada would expire before we were sent on to AKL. That was meant to take 6 months to get back from Ottawa, but they sent it to me in 3, and it is only good for 6 months. Combined with getting stuck at NVC, it meant that the expiry date was going to be sooner that later, and the timing would be tight. That would mean another 6 month delay to replace it, they I was told that if I stayed out of Canada they would honor it.

I emailed back and forth with the consulate in AKL, we were all in the dark back then about AP for K1, because they had only just begun to do that. The consulate there was kind enough to send me packet 3 based on my having the AKL number. I had the medical done, and packet 3 back to them before we got out of AP. Once our case was sent on to the consulate, they set an interview appointment for me, based on them having the electronic file. Took about 2 weeks from leaving NVC to interview date.

If I had waited around, and not been a bit proactive, there would have been further delays I am sure.

My situation might not apply to everyone I know, but it does illustrate well the getting your ducks lined up theory. Line 'em up, and get 'em quacking :yes:

Once a NVC casefile # is issued [usually will start with MNL for you]

then there's some 'go fast' stuff that can be done.
