99.9% is better than we can hope for in most things.

Thats why there are systems with checks along the way to prevent these types of issues. Id be happy if my house had power 99.9% of the time.

I think when measuring progress / stats etc, they never show 100% because there is always some room for improvement.

I suppose if you were to apply that like a blanket over everything, you're bound to have problems with it. Thankfully this complex world we live in isn't computable by simple math.
