Visa approved but question about paperwork

My fiance received his visa after his interview with the US embassy in Tunisia however he was given a sealed envelope and was told not to open it. It says it can only be opened by immigration services or public health officicer at port of entry. Does anyone know what is inside this packet?\

Is this a special case or is this standard?

This is standard, the brown envelop contains your fiancé immigration paper for the officer at the POE. Do not open it or it will have to be re-sealed by the consular.

Book a flight, pack your things and enjoy your trip!

Any idea what papers are in it exactly? My fiance is worried that they ask him to carry something and he doesnt know exactly what it is. Thanks.
