Confused about Biometrics if less than a year ago

So... I know that if you had Biometrics done less than a year ago that you don't need to get them redone. But, how do you decide if you should send in the $ for it or not?

DH had his done 3/8/2011 for ROC. He is eligible to apply for Naturalization now, and we will be mailing his N-400 sometime in February or March this year (when tax refund comes).

I hate to send in $ for nothing, but it would be worse if the application was rejected because of it.

N-400 instructions state that the $85 biometric fee is required when filing form N-400.

There is no mention on waiving the fee, even if you don't need a biometric appointment.

I would send it.
