December 16th 2010- engaged

May 28th 2011- married in Sāo Paulo<3 <3

July 13th- Sent I-130

July 15th- I-130 received

July 18th- received NOA1

August 1st - touched

During the past week 5 VJers reported receiving their NOA2 for their I-130 petitions. 4 of those users reported submitting their applications in December, the other in June. Normally that would be good news since people would be waiting less than a month, problem is there are a lot of VJers from June-November who are still waiting.

Hopefully this upcoming week has better results.

06/10/11 - Married

USCIS: (224 days)

07/22/11 - Mailed I-130 petitions for wife and step-daughter

07/28/11 - NOA1 for both

02/21/12 - RFE for both (received hardcopy on 2/25)

02/28/12 - Responded to RFE for both(received by CSC on 2/29)

03/02/12 - NOA2 for both(received hardcopy on 3/8)

NVC: (37 days)

03/12/12 - NVC Received both

03/21/12 - NVC case number and IIN received for both & Emailed Choice of Agent for both

03/23/12 - AOS bill invoiced & paid for both

03/26/12 - AOS bill shows paid & AOS Packets mailed for both

03/27/12 - Choice of Agent accepted for wife (sent another for step-daughter via email and express mail)

On top of this, the other distressing thing is the seeming slow down at NVC as well. Waiting 6 months to get through USCIS really sucks. Having to turn around and wait 2 or 3 months on top of that to get in and out of NVC is just a special sort of hell. :(

No joke! I remember in July I was happy! Because everyone told me "CSC processes REALLY FAST" well I think it's safe to say that that is BS :crying: I just think its ridiculous we have to pay hundreds of dollars and spend thousands on traveling and their just taking their sweet time :dead:

I just don't know what to think anymore :help:

Timeline

I have a few theories on why CSC seems to have slown to a crawl the past few weeks.

1) High turnover rate at the CSC. There are a couple of interviews on this site with people from the inside. In both they mention that there is a turnover rate within this group. From what it seems people use this as a stepping stone to better jobs within USCIS/DHS. So, there may be times when the outflow of employees exceeds the rate at which they can train new employees. This would then cause a general slowdown as there would be fewer well-trained employees to work petitions.

2) Shifted focus. Another possibility is that the USCIS is placing a higher emphasis on getting other visa petitions processed and out the door. Some possibilities are employment based visas and temporary protected status visas.

3) Statistical anomoly. It's obvious that VJers only represent a fraction of all petitions. It's possible that the slowdown is only perceived due to VJers not getting approved while non VJers are being approved. This is unlikely though, due to the many VJers who have reported that USCIS customer service has been stating June 16 as the current process date for about a month now.

4) Fudging the numbers. 4 of the last 5 VJers who reported getting their NOA2 had NOA1 dates in December. Some of these are expedited requests, but others weren't. It's possible CSC is pulling December petitions with perceived low risks (ie low fraud countries, marriages over a few years) and working them right away. This can help keep their average process time at 5 months.

These are just a few of my theories. I claim that none of these are facts and of course this doesn't help anything, but maybe it provides some reasons for the slowdown.
