He can't have a Certificate of Citizenship, if he received a Certificate of Naturalization. Maybe the O.P. should start over and tell us what Certificate we are talking about, really.

Okay, the form does say Certificate of Naturalization, not citizenship, but means the same thing for all practical purposes. Matter of fact, the word citizen or citizenship doesn't even exist on the Certificate of Naturalization. Never thought about until now.

Should contact Captain Ewok and change the name of this section US Citizenship General Discussion to US Naturalization General Discussion. But the definition or at least one of the definitions of naturalization is, "1. To grant full citizenship to (one of foreign birth)."

DOS makes a big deal out of using dual nationality as opposed to dual citizenship, is there really a difference in this terminology?

Least the embassy is accepting his US passport to start the application process, guess that translates to him either finding his Certificate of Naturalization or filing an N-565 and rounding up 345 bucks for a replacement.

Doesn't bother me to even carry a couple of thousand bucks in my wallet, but really get nervous carrying around that certificate when I had to. Not the money so much, but the pains you have to go and the extensive delays you encounter when you really need it.
