1-All tax transcripts should be from IRS ( as it included all information that NVC needs,)

2- Does the joint sponsor need to give pay stub too just like the petitionner ( the sponsor )?

Yes, tax transcripts are from IRS (it's the only place you can get them)

And yes, it's recommended the joint sponsor includes pay stubs and an employment letter to show proof of current income, just as with petitioners.

I have a pressing question. I have only been out of school since 2009. I filed my 2009 taxes and 2010 taxes. I did not file in 2008 as I was not required to file (since I did not meet income requirements). In 2009 I also did not meet income levels, but I filed anyway. The only year I met income requirements by the DOS was in 2010 and in 2011. I am in the process of obtaining a 2011 ITIN for my wife and will file this year ( I do meet income requirements). Since I do not have 3 full years meeting income requirements as proof, how does the NVC perceive this???

Thanks!

NVC only really looks at last year and current year. (Although the embassy/consulate can look at previous years, but this varies by country of course).

My husband was in a similar situation as yours. (We were at NVC in February, 2011) In 2007, he was a student, so made below $10k. In 2008, he was still a student, and again, made under $10k. For 2009 (the last year of taxes when we were at NVC), he graduated half way through the year and started a job, and just met the poverty line. But, his current year (2010/2011), he was making well above the poverty line since he got a new job in June 2010. So we provided pay stubs and an employment letter showing his 2011 income.

NVC understands that there are young people who immigrate to the US who are married to young people, just getting out of school and might not have met poverty guidelines in previous years. But as long as you meet the income requirements NOW, then you should be fine. Just provide lots of proof of CURRENT income (pay stubs, employment letter, etc).

Thank you, this is of much help to me! Also, My I-130 got approved Jan 24. When should I expect a case number and how often do I have to call them to obtain one??

Well, looking at my NVC processing times spreadsheet (linked below in my signature), it looks like NVC is down to about 2 weeks from NOA2 to case number being assigned. So you should be getting yours either this week or next possibly.

And I would suggest calling today, and every day afterwards until you get your case number.

Another fruitful call to the NVC... Hopefully the last one.

The operator had no clue why they did not request the Turkish police certificate, and my English was actually better than hers... hard to communicate. What she did was read the text on DOS website to me. Great, thank you, I'll do that. I thought for a second she was going to reopen the case if I insisted too much, so we just "agreed" that I will bring the cert to the interview.

She had absolutely no idea what was going on so I really doubt they can actually tell you there's a typo on the list... for the previous member, it was probably just a wild guess the operator made!! From what my operator told me, they can't see the appointment letter or the list of required documents.

I'm gonna try DOS now.

Oh man, I love the DOS recorded message: "this call may be monitored for quality assurance. If you do not wish to be monitored, please hang up"   they forgot to add "and go to hell!"

The "visa specialist" didn't even ask for my case number, and she didn't let me finish my sentences. She basically said I need the pcc, adding "you can never be too prepared". I asked if it could be a mistake by NVC and she said "probably". Yeah, helpful.

Oh well, I don't think I'll bother contacting USEM Paris about that matter, since I guess they would answer without even looking at my case again. I'll just hope that the certificate comes before the interview, otherwise, I'll expect AP... or not if they follow NVC list on the interview letter.

I just wish I could get a firm answer by someone who actually looks into it!

Thank you so much Saylin! I am worried because I got my NOA2 from USCIS in the mail last week, but the USCIS website still shows initial review, and the automated phone system still says initial review. The tier 1 sees the initial review as well (same with the NVC operator). However, the Tier 2 sees the NOA2. Should I be worried?

Oh gosh, I forgot about DOS's recorded message laughing.gif

And doesn't seem like the DOS operator was any more helpful. Let's just hope you get that PCC very soon so you can bring it to the interview just in case if it's needed (which it probably is).

It sucks that no one can actually look at your file, and either say 'yes, it was a mistake, you need it' or 'no, it's not a mistake, you don't need it'.

Remember, technology isn't perfect. I've seen cases where people's USCIS page says initial review, but they've gotten the NOA2 and gotten emails from NVC with their case number.

Evaluating your case, you got the NOA2 from USCIS, as well as a tier 2 saying you've been approved. Remember, a USCIS tier 1 and NVC operator don't have much access to your case. They can only tell you what they see on their computer screens. I'm going to assume in your case, USCIS didn't update the case properly online, so the tier 1 couldn't see your approval, and then the same thing with a NVC operator.

Just keep calling NVC and asking if a case number has been assigned. Once NVC gets your package from USCIS, they'll input your case and assign you a number. And then an operator will be able to see it.

Good luck!

If you got your NOA2 hard copy, with your USCIS receipt number and correct beneficiary name, I think you're safe. :)

Well, someone can... it's called a Consular Officer and they'll do that on my interview day

It leaves me 2 months to worry to death :o

DS-3032 is linked to the IV bill, not the AOS bill, and it has to be accepted first to have the IV invoice generated (ours took a week or 10 days). Not sure what triggers the AOS invoice.
