are we correct in thinking that the non-US citizen fills out the form i-751 but it is the US citizen who writes and signs the covering letter for that package that we mail?

A jointly filed I-751 is filled out by both and signed by both.

There is no room in this country for hyphenated Americanism. When I refer to hyphenated Americans, I do not refer to naturalized Americans. No.

As stated above there is no need for a cover letter. If you want to do one it's from the immigrant with the support of the USC. The form is also signed by both where indicated. The "spouse" on the form is the USC.
