According to this USCIS announcement, starting next week, if you are filing a standalone I-130, based on where you are living in the US, you will send it to either the Chicago lockbox or the Phoenix lockbox. The list has not yet been published, however, I will monitor this and post an update when one is made.

Additionally, per the announcement, an I-130 and I-485 filed concurrently and I-130's sent from overseas will still go to Chicago.

It's important to realize that this is the petition intake process only and will likely not affect which service center your file is ultimately sent to for adjudication.

September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

i will give a wild guess. Eastern US will file at Chicago and Western US will file at Phoenix

I'm from Texas but I'm living over seas with my spouse. Where do I send it then.

Depends on whether you are actually residing abroad or just visiting. If residing for six months or more already and a USCIS office is located in the applicable Consulate, you can file abroad directly with the Consulate. If no USCIS office, send it to Chicago. The instructions are quite clear on both points. If you're planning to do it yourself, getting used to carefully STUDYING instructions, literally interpreting them and strictly following them will be critical to your ultimate success.

I sent my petition on tuesday but to my mother's adress because she has to sign her sworn affidavit. She will from there mail it to the chicago lockbox for me. I've been residing in Argentina with my spouse since may of 2011, left for 2 weeks and returned on August 17, 2011. I've been here since. I just hope our petition gets approved soon

*January 30 2006 - packet returned.....arggggggggg we forgot one signature!!

*January 31 2006 - sent I129-F back to the CSC, hope we did not forget anything else

*February 1 2006 - I129-F received at CSC again

*February 3 2006 - NOA1

*April 20 2006 - NOA2!!!!!

*May 15 2006 - NVC received petition today!

*May 17 2006 - Case left NVC today!!

*May 30 2006 - Received Packet 3 from Vancouver!

*May 30 2006 - Faxed back Packet 3!!

*June 6 2006 - Received packet 4!

*June 20 2006 - Medical in Saskatoon

Wherever he lists as his address on the I-130 will determine where he mails the package, yes. See the list of States.
