If it is on the list you can if not you cant.

DCF ended for MANY places back in August.

correct, you file it to chicago lockbox, then it gets forwarded to NVC then you wait, wait and wait...:) once it's approved, completed and interview schduled then they forward it to Cairo. Good luck

you can get excat direction on how to file I-130: www.ucis.gov

under Instrutions for Form I-130,Petition for Alien Relative (it will give you all the details you need)
