Maybe it was not the best way to write it but it does show a valid point;

1. Waiving the fee when it's a petition for your fiancee where you later have to show you're financially equipped to support your fiancee might not be the best approach. "might" is underestimating.

2. The meeting between the two of you has to have happened before filing the petition. If you have, then that meeting had to take place from the time of filing and up until 2 years ago. Some have been approved only meeting once. But even if a petition is approved based on only meeting once, there's still an interview and it's up to the IO to determine what is satisfying evidence to them.

3. Financial aid for you as a US citizen is ok. Shouldn't have an effect on your petition. That being said, if you don't meet the requirement of being 125% above poverty guidelines then you'll need a co-sponsor, for the interview and later on for the AOS process. You'll still be the primary sponsor, and some embassies won't accept co-sponsors. Look into that as well.

People aren't trying to scare you, they're trying to prepare you. There are no shortcuts or sympathy at USCIS other than you being on top of everything.

You provided valuable information, thank you. Some idiot saying "three strikes and you're out" is useless to me and anyone else in my situation.

I asked about the waiver because I saw it. Question was answered, I won't use it. I'm sure I'm not the only one who was curious about it.

Her mom and many relatives already live her, so having a co-sponsor isn't an issue. Except that the one gentleman said HCMC (Vietnam) isn't keen on co-sponsor unless married, so I will have to dig deeper. Valuable information to know.

I would highly suggest you follow the suggestions of JimVaPhuong, as trying to get a co-sponsor through the Vietnam consulate seems to be risky.

Even though your financial aid is 125% of the poverty line, it is not considered a salary/income. So you will need to get a co-sponsor for sure.

This is where it gets a bit muddy. Even though it's an income it has to be considered an acceptable income on the affidavit of support. I'd try to find a co-sponsor no matter what to have it as backup at the interview. Staying above the 125% is a bit too black and white, there are exceptions regarding what counts as income. It's better to get a few extra replies to make sure you're not just putting your trust into one reply, especially because it's one of the important things later on in the process.

In general, if it's got something to do with your fiance's embassy I'd listen carefully to the ones having gone through it there. They know what to look for. Even when it comes down to front loading petition or not.

Interview took 224 days from I-129F NOA1 date. (241 days from filing petition until visa in hand)

Jim- has it nailed, You need to do this right, take your time. Go visit and see if it is for real, visit again then if it is good, file. Don't take someone from their home if you cannot support them, my opinion.
