Going off of the list on the USCIS website and the guide on here, I didn't see that ID (besides a photo) such as passport, birth cert, license, etc is required for the non-US relative I am petitioning for (my husband)when submitting the I-130 and G-325A. Is this right? Seemed a bit odd to me.

Whatever it says in the guides to submit, i'd leave it at that. The beneficiary will be asked for plenty of ID, passports, birth certificates, etc, throughout this process

The link you gave is where I got my info from... I clicked on the CR1/I-130 petition form link (http://www.visajourney.com/content/i130guide1) I plan on going for the CR1 but thought I-130 petition form needs to be sent out regardless of what I'm doing?

Yes, it's the first step, which is why the foreigner's ID comes later.

The confusion and questions about your intentions stem from the fact you posted your question in the K3 forum instead of the CR1 forum.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

At the time of the filing a petition, the only items required of the foreign relative are a completed and signed G-325A and a passport type photo.

The foreign relative's documentation is submitted to the NVC along with the DS-230. This will not happen until later on down the line.

Spouse cases require evidence of termination of any prior marriages as well as documentation of any name changes is also required for the foreigner when filing the petition. The marriage certificate is not specifically a foreign relative document in a spouse visa case but it's needed too.
