It says that Two (2) valid identification cards (IDs) with photograph is one of the Requirements for Attendance to Guidance and Counseling Program but my fiance lost his wallet and the only ID with photograph he has is his passport. Is this going to be a problem? Visa was approved December 27th and we're just waiting for it to be delievered. Now reading that he needs 2 IDs is getting me worried..

He can get the following two valid IDs. Get the postal ID first once visa and passport in hand. Then get the NBI clearance. You can get NBI and many SM Malls.

Postal ID

You can get it at the Post Office of your town or city

Requirements:

1. Residence Certificate (Cedula)

2. Brgy. Clearance

3. 2pcs 2x2 ID pictures

4. P300.oo

Your postal ID will be released in a few minutes or a couple of hours

NBI Clearance

How to apply for an NBI Clearance

Get an application form (FPC – Finger Print Card) at the distributor’s desk

Proceed to fill up area

Submit your filled up application to Step 1 – Data Check

Proceed to applicant’s lane near the entrance

Step 2 – Payment for application inside the processing area

Step 3 – Fingerprinting

Step 4 – Image Capture

Step 5 – Data Entry – Quick Search

All applications with no hit remarks proceed to releasing section

All applications with hit remarks schedule for release

Travel Abroad, Immigration Req., Visa Seaman, Marriage Requirement – P115.00

What are the requirements?

2 Valid ID’s, original copy of old NBI clearance if you are renewing, and your presence. You need to go there in person because they need take a photo of you and your fingerprints.

What are considered valid I.D.’s?

Voter’s I.D., Postal I.D., SSS I.D., GSIS I.D., PRC License , Driver’s License, Company I.D, Valid Passport, ACR (for aliens), Senior Citizen I.D., Philhealth I.D., Student ID

I'd say go with the first one (Postal ID). Much easier and quicker to obtain than the second one.
