Why would someone be denied entry at POE?

Forgive my ignorance but....... If a person has shown enough evidence to the embassy to recieve the visa, why would entry be denied for any reason the applicant had already proven to another us official? I would think anyone at the POE would say the same things as when they were granted the visa. Why now would those ties that allowed applicant to qualify for the visa, be insufficent to actually enter?

second, Is this really that common an occurance?

Third, From what i read, when you attempt to enter at a POE, you are actually having ANOTHER interview? It is not merely handing them papers, or a passport, and answering a few simple questions? ( Example: why are you coming here, how long you will stay, where will you stay?)

thx for responses but i am now very curious about this. I have been to 3 different countries. Their POE was simple and painless, maybe 5 minutes long at most. It appears the entry into the USA is much different. I dont understand if someone has applied for and recieved permission from an embassy, why a person at POE would deny entry based on the same information already given. I am interested to hear specific stories, specific experiences, specific questions that were ask. thx. (in the interest of this OP, should i start another thread about this?)

A visa is only a document that provides someone with the permission to seek entry into a country. Entry is never guaranteed. The embassy is not charged with securing the country's borders, that belongs to another agency. Many factors go into the decision to allow entry including a change of individual circumstances after a visa is issued.

An example, a person applies for and receives multi year tourist visa. That person then goes on to attend a terrorist training school, after graduation, tries to enter the country. Would you want this person's entry to be guaranteed just because they have a visa?
