It may sound a stupid question... but Question 23: List below all educational institutions attended. Does it include an ESL school?? I was in the United States as an International student, and has attended some ESL schools for several months. Am I supposed to write those down as well?

Yes, you can include them as well. Since you were in the USA as a foreign student, you need to enter the information on the very last question on Ds 230 part I.

I would include all Educational Institutions attended as asked on the form, so yes. There is no penalty for adding too much information, try to answer all questions with as much information as possible..

If you run out of space you can add additional pages, and number the additional answers on that.
