As for children who are under the age of 18 and 2 years old, do they need to sign and date on the form, or we can leave it blank and say NA or have it notarize and sign a waiver or the parent can sign it for them. Please advise, thank you much.

When filing a petition, children do not sign any forms. The only form a foreign spouse signs is their G325a. No G325a for step children of a US Citizen. Later, the children will need visa applications. If they are unable to sign, the parent can simply sign for them, as in "Child Full Name by Parent Sig., Mother" etc.

Be sure to file an I-130 for each intending immigrant. They can go in separate stacks in the same package, each with its own separate check for the filing fees.

Forget about the K3 and K4 visas. Not going to happen. Follow the CR1 Guide here.
