It's certainly not always true. My wife and I are going through the CR1 journey right now, yet she was able to get a B1/B2 visa. She does have very strong ties though to her country with home ownership, employment and financial assets. I have seen here on VJ that ties to the home country are key. There may be other important factors as well, but I don't know enough about them to comment.

Wishing the best of luck!

Each tourist visa application has to be supported by the applicant's strong ties to his/ her home country.

The local Embassies usually decide what would constitute strong ties based on the customs, culture, visa holders' use and/ or abuse in that country. Ultimately though the CO adjudicating the application will use his/ her discretion to decide whether you should be granted a tourist visa.

You won't know if you don't try...
