Can anybody please help with the definition of certified copies of certificates.

Can we get photocopy of original certificates stamped from issuing authority and call it a certified copy that will be acceptable by the NVC?

Only the office that issued the original can give you a certified true copy. It's up to them how they do it. Some offices just photocopy the original and stamp it as certified true copy, and sign it.

Exactly right, but it must be stamped from original registration only. sometimes NVC dont like certified copies, and may give RFE. You may consider to submit original documents.

I know a VJ memeber who sent it a copy that was stamped certfiied as original by a Justrice of peace and now his case is being delayed at NVC with an RFE cos they WANT THE ORIGINAL.

May I ask others who posted above what they sent? (if you are at that stage or passed through it already). I mailed my originals to NVC and there were no issues. Certfiied means they want to see the actual copy as it comes from the issuing authority.
