Yes, it definitely says evidence of intent to marry. That's the letter of intent. Proof of engagement is stating the beneficiary is the fiance(e) and vice-versa. If it is custom in the foreign country and 99.99 percent of couples have a ceremony(engagement party) or engagement ring, I wouldn't want to avoid the subject at the interview but don't be aggressive and start off by telling why there isn't a ring. It's simply not that important in some cultures.

Personally I had(still have of course) an engagement ring but was never asked about or mentioned by the interviewer.

That's a good point. But there is a section in the i-129f instruction in regards to the "Letter Of Intent". It says to also provide evidence of intent to marry. Since I am an American citizen, a proof of intent would be an engagement ring. I'm just worried that when she shows in Moscow for her interview they are going to see her without an engagement ring and don't know if that will raise some red flags.

Proof of intent are the letters of intent to marry from each of you (http://www.visajourney.com/examples/Fiance_Letter_of_Intent.doc), not a ring.

Actually, that's silly. They do not check for a ring, period.
