USCIS Case number meaning

Hi everybody,

Since it's been almost two weeks since my NOA2 and NVC still has no record of my file, I'm wondering what my CIS number means. I found some deciphering methods but couldn't implement on mine.

What's WAC12-900-8-xxxx ???

I know WAC means California

12 is 2012 FY.

What's the meaning of 900? it doesn't make any sense in the context of Julian days since Oct 1st.

But that's it. I can't find an explanation to the 900 and the 8 (which everybody says it's ALWAYS 5 or 0)

2014-08-02: New GC arrived
