It is part of the instructions. If you have a problem with that, then you don't know what you are doing.

When you have signed a letter stating that you have EVERY intention of marrying within 90 days you can't turn around later and say "Oh, did I have to get MARRIED within 90 days..." OK? It's just to make sure you understand the rules.

They want a written statement testifying to your and your fiancees intent. You need the letter, and both of you need to do one and sign them. Your petition will not be approved without it.

It will hurt your petition if you do not. You are doing a petition, NOT an application. Your fiancee will do an application later IF your petition is approved. It will not be approved without the letters.

You really need to read the guides again because I am at a loss to explain WHY you would think doing something the instructions TELL you to do would hurt your petition?

It's their ballgame, they set the rules. If you don't like the rules, you don't have to play their game.

Even if it wasn't required, which it is, I don't see how stating that you have every intention of getting married within 90 days could hurt your case when that's the whole purpose behind the visa for which you are applying.

It is required. Not including it will hurt your application. Including it will help.
