it usually arrives NVC mail room within days Officially but they will keep telling you they dnt have your case until it is scanned into their system( that is when they can give you your case number). This movement within NVC could take anywhere from few days( frm what I see on people's timeline) to several weeks!!!!. The operators will always tell you 4-6 weeks wait when you ask them( sometimes you check the next day after such call and they have ur case  )

Just keep calling NVC twice daily( between 9am-11am and 10pm-12mn) using your CIS receipt number WAC-xx... select to speak with an operator at least twice a week for any updates.

also emailing them could be very effective just type your USCIS receipt number in the SUBJECT LINE of the email

then in the body of the mail, put beneficiary's name and date of birth

then petitioner's name and date of birth

then tell them you got your NOA 2 and would like to confirm receipt of your case file by them and know the status of your case with them.

while you are waiting get necessary documents( if you dont have them already); police report, tax trascripts, original birth certs of petitioner and beneficiary, passport photo of beneficiary, photocopy of passport page of beneficiary( make copies of all the originals also cos they need those too.

COPY of U.S passport/ or naturalization Cert of petitioner etc so that once they issue your case number and IIN you pay ur fes and submit your documents ASAP. people carried away with waiting for case number instead of getting these documents from the beneficary who is thousnads of miles away. doing this can help close your case within days at NVC( if there is no RFE).

my case though short at NVC would have completed earlier but my people got the polcie report and never mailed it while I was waiting for it to arrive at this end  when it was mailed it got delayed in transit too...but it ended well eventually.

why would all those copies for petitioner be needed again? wasn't that already sent in USCIS package.. esp the US passport/naturalization? when did you complete ur visa journey? are these new things at embassy then for u?
