More than three times I filled out tourist visa applications for my mom and sisters in past years and always did everything and just mailed them the confirmation page. last week My sister wanted to apply again( she keeps trying) and so I filled out the form again for her but I started wondering the same thing you just asked and told her to go to the internet and electronically sign the form after reviewing what I filled out. I specifically asked her to tell me what date and time zone was shwoing on the confirmation page and she stated it was the same thing that was showing on my end here ...so I guess it does not matter.

Beside the embassies have too much on their hands to go looking at where form was filled out.

If u are concerned, just fill out the form for ur friend, save it and once you are done have him/her sign in wherever they are and then click the signature button( you can give directions over the phone). voila!!!

"Can Other People Assist Me with my Visa Application?

Yes, you can get assistance from other people. Be aware, however, that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. This means that you (the applicant) must click the "Sign Application" button, even if someone else helped you fill the application out. If someone else clicks the button instead of you, your application may not be accepted. "

The fact is it doesn't matter if they can tell. If he doesn't sign his application its a violation of US Law.

Why don't your friend check with the local embassy, they might have the forms in local language.

I know embassy do carry form in Spanish and some of local languages in India.

At the end basically your friend has to sign saying all the facts stated on the form are true and not you.

You dont want your friend in situation where he is questioned about info on his form and he cannot answer it.
