You can't. Your brother must apply for the tourist visa on his own using his credentials and ties.

You may send a letter of invitation but really, that's all you can do.

You don't. If you want, you can write a letter of invitation, but he needs to apply and qualify on his own- the main thing is to show strong ties to home, ie reasons he will return after this visit to the USA (job, enrollment in uni, wife and kids left behind etc).

I've never done it but from what I read on here, make sure your full name, address and phone number is on it. Write a few sentences about how you are looking forward to seeing him, what you will do together (touristy things, meeting his in-laws etc), and that he will stay with you, thus have no accomodation and food costs.
