My wife and I have two children: my biological 1 year old daughter and my 6 year old stepson. I am in the process of finalizing the adoption of my son and I'm trying to understand what the process is in getting him US citizenship. I know that for my biological daughter I only need to submit a consular report of birth abroad. My son's birth certificate and all paperwork will be completely modified after the adoption is finalized so that his papers will look exactly as if he were my biological son. That said, I understand from what I've read that I must get a visa for him, supposedly either an

IR-2 or IR-3.

The IR-3 is for adoption of an orphan, which is not the case of my stepson. Would the IR-2 be the appropriate visa to file for? I've looked on the USCIS website, but just haven't found much specific info on the IR-2. I'm a bit surprised that if an adoption is completed legally in another country, a consular report of birth abroad (or something equivalent) wouldn't be enough for immigration purposes. He is, after all, my son in the eyes of the law and all his legal paperwork.
