MONTREAL -- In a move likely to inflame Canada's Muslim community, the government said on Monday it would bar all women wearing face coverings from taking part in citizenship swearing-in ceremonies.

Immigration Minister Jason Kenney said he had received complaints from citizenship judges and parliamentarians about veiled women taking the oath to become Canadian.

"Requiring that all candidates show their faces while reciting the oath allows judges and everyone present to share in the ceremony," Kenney said in a speech in Montreal.

"The citizenship oath is a quintessentially public act. It is a public declaration that you are joining the Canadian family and it must be taken freely and openly."

Kenney said some citizenship judges were concerned that some Muslim women wearing face coverings were not actually reciting the oath.

"They told me last month that it’s a fairly common problem. Every week, in every region of the country, we’re dealing with situations where applicants arrive with a veil on,” Kenney said, according to The Globe and Mail. “Frankly, I found it bizarre that the rules allowed people to take the oath with a veil on.”

Kenney's announcement will affect women wearing the niqab -- a face veil with an eye opening -- as well as the burqa, which has a full face covering with a mesh area to allow vision.

The move might well trigger a court challenge from those who say the restriction violates freedom of religion provisions under Canada's constitution.

The Canadian Council on American-Islamic Relations said Kenney's move questioned the sincerity and good faith of some citizenship applicants and not others.

"This decision will have a damaging effect on our democracy because it forces those who wear the niqab to choose between their religious convictions and adopting Canadian citizenship," said Ihsaan Gardee, the council's acting executive director.

The most recent figures from Statistics Canada show that, in 2001, around 2 percent of the population was Muslim. Community leaders say the figure now is more like 3 percent of the country's 34.5 million people.

The location of the announcement was not without symbolism. The French-speaking province of Quebec has had debates over how much Canada should bend to accommodate newcomers.

The provincial government said last year it planned to ban Muslim women from receiving all official services if they have their faces covered.

Earlier this year, a court in France fined two Muslim women for wearing full-face veils in public, the first time a judge had imposed punishment under a "burqa ban" law.

Last week, the Supreme Court of Canada heard the case of a Muslim woman who wanted to testify against her alleged rapists from behind her niqab. A decision has not yet been rendered.

Bah - the mosque is segregated by gender - make the swearing in ceremony segregated as well.

Or have a bigger reach out? Have a special swearing in ceremony INSIDE the mosque.

That swearing-in ceremony can be done ANYWHERE the judge decides - so he can be anywhere, for the right honorarium...

The face veil is a cultural affectation, not reflective of mainstream Muslim belief. This is just another ignorant hissy fit that attempts to broadbrush all Muslims as abnormal, as if the acts of a few are the responsibility of the whole.

Just about everything is "not reflective of mainstream Muslim belief" eh? Well if it isn't mainstream Muslim then it isn't a worry for the majority of Muslims. So I'm guessing it solves this problem seeing how it's limited to a very small minority of Muslims.

Nice try but total fail with that post. It has nothing to do with hate, and all to do with conforming to the country you choose to live in. You either conform, or you go to where your the majority and/or don't have to conform.

Nobody is forcing Muslims to immigrate by the millions to Western countries. It's all on them.

Ppl do not hate as long as you come to western country and accept western culture, but when you come to western country and try to force the western culture to change in your favor then yes ppl hate it.

Ppl hate it when they come to country like UK and keep on producing children for child support from govt, most ppl in those country feel that the family is given a chance to improve their life instead now they are sucking on the system.

Ppl hate it when Lowes decided to pull their commercial from a show and senator like Lieu go on ranting about it and filing a case against Lowes and most muslim in country would support Lieu.

The I suggest you move to a Muslim country where the people there will be more accepting of your beliefs. It's a big wide world out there and there's plenty of land to be had in a lot of Muslim countries. Kabul is selling prime real estate atm for dirt cheap. Check Travelocity for some decent deals on plane tickets from the US and/or Canada to Kabul.

Mainstream Islam/Muslims get no press because it's not sensational, it's not news. The media sources are aware that the kind of attention span that allows Snooky and the Jersey crowd to make millions getting drunk and belligerent in public is the same attention span that requires stories about Muslims to be negative to make a buck. The lowest common denominator rules. If you ever saw a story about the majority of Muslims, the normal ones, you would pass it over coz it wouldn't be worth posting here.

The reason why there are Muslims in Europe and the US is because Europe and the US didn't stay in the west and keep their cultures to themselves. Turnabout is fair play.

So I'm guessing the best thing to do for Westerners in order to save their culture is deport every Muslim in North America and Europe. And if they try to sneak into Europe via a boat ride then maybe we should just start nuking Muslim countries until the problem is rectified. That would solve any future issues in regards to Muslims having a problem with the laws in Western countries.
