YES U ARE RIGHT USCIS ROLE IS TO MAKE SURE EVERYONE IS QUALIFIES AS A RELATIVE. THEN GOES TO NVC...CHECK THAT ALL DOCUMENTS ARE IN YOUR FILE, COLLECT FEES...THEN GOES TO EMBASSY WHO MAKE THE DECISION BASED ON THE DOCUMENTS YOU HAVE SUBMITTED AND THE EVIDENCES YOU BRING TO THEM...

yep, and the embassy has the final say.

you dont have to send it..its your choice to send any evidence for my understanding..but when you go for visa interview you gotta bring it with you coz for sure they will ask..we have lots of pictures together, remittances from 2009-present, i printed my detailed phone bills, also, copied of my stamped passport..and my roaming sim card packaged..that should be enuff

Thats plenty , and you know what? At the interview when you pull all that evidence out they hardly look at it. So its best to bring everything including the kitchen sink because when you hand them a stack of email, txt logs etc etc etc they dont mess with you on it. I even handed them a stack of reciepts , like in Philippines everytime you pay a toll they give you a reciept right, I saved them all and included it with my evidence lol. The lady looked at me and I can read her mind and she just laughed. Reciepts for buying loads , everything. Give it all. Oh and especially bring them proof that your petitioner supports you like Western Union reciepts, any proof that he gives money is great, they love to see that.

This comes up a lot here. Front loading your petition with a bunch of stuff they dont ask for I'd a personal decision. Not including the very minimum will get you in trouble. My experience was to submit the very very skimpy minimum required and have a buttload of evidence in my wife's hands at the interview. I found I sent a document requiring original signature but sent the wrong copy but realized it and sent a second envelope with just that original signed document and explanation. I got a technical rfe but since what they asked for was already with the petition it was ignored and I was approved on the very minimum. Do your homework on here there are too many posts to mention that will guide you and submit everything you can anticipate what an rfe would ask and track the second envelope and clearly write all the information to match it up with the first submission. Waiting and regretting and fearing what might happen is bad way to go This is sn aggressive process and you need to go after this without waiting what might be. Become educated and professional petitioner this is not a DMV renewal this is your life. Make it your expertise

The same way and to the same address, to which you mailed the first package. Be sure to add your case number to a short cover letter, so they know how to find your case and add the documents.
