Questions about submitting documents to NVC

Hi, just had a few questions on the NVC process, (Just FYI - I-130 was approved on Nov 22nd 2011)

1] My wife in India found out that in order to obtain a police certificate, we need a letter from the embassy. How do we get this or does the NVC provide a letter in the packet that can be used to obtain the certificate?

2] I heard that the beneficiary will need to designate an agent. Can she send an email to the NVC so this process can be expedited?

3] When i was in India earler in Nov 2011, we printed/filled out the DS-230 immigration visa form for my wife and had she signed it. Can I submit this document to the NVC from the US itself or will my wife need to mail the document?

1 - It may or may not need. I applied for PCC thru Passport Seva Kendra,Chennai and they didnt require any letter or blah blah. It was easy! They issued me PCC within 4 hours in same day. It was like I filled the application online, and next day visited their office with required doc and got the PCC.

2 - Yes, you need to assign an agent. I think that it can be done thru email.

3 - Yes you can mail the doc from USA itself.

congrats on approval

1. go to www.usembassy.state.gov and select your country's consulate . look under IMMIGRANT VISA section. there should be a place where the form is located (generic ;for everybody) and print it out to show them. They shd provide the letter in the packet 4 if you want to wait until you get it.

2. YES that is the beauty of the world we live in now NVC accepts choice of agent through email. their email is NVCINQUIRY@STATE.GOV MAKE SURE you put the case number in the subject line of the email, the in the body of the mail state : petitioner's name AND date of birth, beneficiary's name and date of birth and then inform them who you want to appointas the choice of agent , the contact num and email. you can scan the DS-3032 form and attch as PDF file to the email( you or your wife can do this, better the beneficiary if the person has a personal email). My mum does not have an email so I used mine to send the choice of agent form and there were no issues.

3. if you are the choice of agent, then you are authorized to make ALL PAYMENTS AND SUBMIT ALL DOCUMENTS ON BEHALF OF THE BENEFICIARY ( that is the reason behind the choice of agent/address form).

01/08/2013: Case # and IIN assigned ( file arrived NVC mail room 12/20/12)
01/09/2013: AOS invoiced and paid, DS-3032 emailed and mailed.
01/16/2013: IV invoiced &paid. AOS & IV mailed in one package(arrived 01/18).

01/28/2013: Case complete!!!
04/19/2013: Interview; APPROVED!!!!!
05/13/2013: POE; JFK


N-400: (3 months and 12 days)
Filed N-400 : 2011-06-17
Interview: 2011-09-27
Oath Ceremony: 2011-09-30

IR-5 for Mom Entire process took 5 months exactly
USCIS (22days)

mailed I-130 : 2011-09-30
NOA 1: 2011-10-03 (text & email)
NOA 2: 2011-10-25 (text and email)
NVC: (19 days)
Case entered and # assigned: 2011-11-18
NVC Case COMPLETED: 2011-12-07 ( 43 days from NOA 2 and 65 days from NOA 1)
Interview Date(Lagos): 2012-01- 23
Mom was late for interview
New Interview date: 2012-02-29 : VISA APPROVED

##Yes at some places they ask for the letter, what you can do just show them the NOA2, even if it does not work you can mention clearly to NVC that it is not possible to submit the PCC before getting the Appointment Letter and you will submit it at the time of interview!!!

##Yes Beneficiary has to assign an agent only then you can proceed to next step, just ask her to send an email to NVC assigning you as her agent ,you can use the E-mail format given below.

##Yes you can definitely submit it as you are the agent by now, just the date mentioned on DS-230 should be current

To the O.P. where is the beneficiary from in India?

The reason I ask is for question 1. If you are from Gujarat you will need to have NVC complete your case without the Passport Clearance Cert. Once you get the official interview letter from NVC/DOS you can then apply for and obtain your passport clearance certificate.

Someone suggested here the NOA2 letter will suffice to obtain the PCC, it will not work in Gujarat.
