Well there is nothing you can do when you showed IO how desperate you are to travel to the US (denied twice for tourist visa then strategy changes to student visa - They record every denials!) and no strong ties to your country were proved, so it is most likely you will be approved any kind of US visa any soon.

Assuming you are going to a science or engineering degree, because of the GRE. The school should have sent you a form (I20 I think it is), to show you are accepted and offered a place in the college. You then are supposed to go with this form to the Embassy. The I-20 shows the amount of $ you need to have available or secured (via a work contract with the college for example or personal funds); given all that, the visa should proceed with little difficulty. Now, I know some Embassies are just not so friendly, and you should also need to show some tie to go back after studies are finished.

If you could not demonstrate funds available or secured, that is a sure denial. Normally, you only need to show the first year. It does make a difference if it's a recognized and reputable college as oppose to a small private one (which could be aiding in a fraud, and there have been cases of fraud in such colleges).

You have not detailed wheather you have the I-20 or funds...If you do, perhaps additional comments can be provided.

I do know people with tourist visas denied and then given a student one. ANd of course, a few examples prove nothing; but you need to pinpoint what exactly is the reason of denial (and no, usually they will not tell you the real one).

Given the reason you have been given, one way to counter that is a history of academic achievements and track that can help prove that you in fact fit the "student' profile.

Realistically there is nothing you can do....three refusals in a relatively short period of time indicate a strong desire to get to the US...all those test scores, etc, mean zilch. The VOs obviously do not believe that you are ever going to return to your country after studying/visiting or whatever. the more you try, the more desperate you will appear to them.
