my employment authorization is not enough prove of temporary residency??

Timeline

Hi, I filed my AOS on August from a K1 visa, got my EAD on October, I was admitted to a University, as I can not pay for out of my pocket I completed my FAFSA in order to get a federal loan, which is more convenient than a private loan.

My question is:

A prove of legal permanent residency is required, I sent a copy of my EAD, they answered me that is not enough and they need my green card, which is not approved yet. I was reading the document, and one of the document they accept is, passport with endorsement A : “Processed for 1-551. Temporary Evidence of Lawful Admission for Permanent Residence. Valid until (date). Employment Authorized.”

I guess that is the stamp nobody gets anymore.

aren't my EAD and NOA1 the same thing that that stamp???

Nope. The 551 stamp is the same as the green card, it is provided for people who have already been approved for a green card but have not yet received it.

The reason your NOA and EAD are not being accepted as proof of permanent residency is because they aren't proof. You are not a permanent resident yet. You are in a period of authorized stay and are legally in the country (as proven by your NOA) and you are authorized to work (as proven by your EAD), but until your green card is approved you are not a permanent resident and so those documents won't be accepted as proof.

11.01.2010 - Successful biometrics walk-in @ 9:45 AM; EAD card sent for production text/email @ 2:47 PM! I-485 case status now available online.
11.04.2010 - Text/Email (2nd) - EAD card sent for production
11.08.2010 - Text/Email (3rd) - EAD approved
11.10.2010 - EAD received
12.11.2010 - Interview letter received - 01.13.11
01.13.2011 - Interview - no decision on the spot
01.24.2011 - Approved! Card production ordered!

REMOVAL OF CONDITIONS

11.02.2012 - Mailed I-751 packet to VSC
11.08.2012 - Checks cashed
11.10.2012 - NOA1 received, dated 11.06.2012
11.17.2012 - Biometrics letter received for 12.05.2012
11.23.2012 - Successful early biometrics walk-in

05.03.2013 - Approved! Card production ordered!

You are not a permanent resident yet.

You are also not eligible for in-state tuition in California.

And you are not eligible for FAFSA either.

You just arrived in the U.S. with a non-immigrant visa and have been granted the permission to work until your AoS petition has been adjudicated. Not more, not less.

Additionally, most colleges have their own criteria for meeting the requirements of in-state tuition.

At minimum. many require a 1 year residency in the state.
