Hello!!

My husband will soon become a citizen and we are reviewing information regarding applying for his parents to come and receive permanent residency. However, there are siblings under the age of 21 who are dependents of them. The youngest is 2 years old. Does this allow her to come with them or would this be a separate filing for her as a sibling of a citizen?

Any help offered would be appreciated. Thank You!

Parents of a US citizen are immediate family visa category. No derivatives are allowed. He can petition his siblings separately, but those are family preference F4 visa category and will require years of waiting. His parents can also wait until they become permanent residents and file F2A visa category petitions, which are much faster.
