When i need to apply for I-751?

is it 2 year of his resident in USA or 90 days before our 2nd anniversary (basically now).

I stand by my statement, and the quote from the I-751 instructions below is why (key point in italic):

If you are filing this petition jointly with your spouse, you must file it during the 90 days immediately before the second anniversary you were accorded conditional resident status. This is the date your conditional residence expires.

So based on these instructions, the date of arrival is when conditional resident status is accorded and filing to remove conditions on that residence must occur 90 days before the second anniversary that status is accorded (the date of arrival).

I didn't conveniently skip anything (if I wanted to do that, I would have omitted that line you reference when I quoted the instructions and not linked to the instructions). Conditional residence is accorded to a CR-1 visa holder (which is the visa the OP's husband arrived in the US on) on the date of the arrival in the US and that conditional residence expires on the two year anniversary that conditional residence was granted.

To make this clear as it relates to the OP's question: The OP's husband was accorded conditional residence on the date he arrived in the US in November 2010. The date that conditional residence expires will be the anniversary date of his arrival in November 2012. Removal of Conditions must be filed for within 90 days before that expiration date.
