K1 Petition/Fiance's residency?

I am preparing to file the K1 petition. My fiance is a citizen of Haiti but has worked (by permit/visa) in the Turks & Caicos Islands for 8 years. He IS is eligible to apply for residency there but has chosen not to. When filling out the petition, do we list him as a citizen of Haiti? Do we list his current address in the Turks and Caicos? Which consulate office will he go to, T&C or Haiti? Any advice is greatly appreciated. This stuff is confusing... :wacko:

List as Citizen of Haiti.the petition will be sent to his residency embassy,since he is there at the moment and has bn for the past couple of yrs

It would not hurt for him to get his residency and British passport as this will be beneficial to you and him, Dual citizenship!
