I have 21 hours layover in Moscow. Can I go outside the airport?

So I'm thinking of buying a ticket to Latvia (part of Europe) from Washington state. I am a citizen of Latvia, I have their passport but not American passport or Russian, but I do have a green card here in US.

There is a huge layover in Moscow on the way back to US. I was thinking maybe to go eat somewhere outside the airport, walk around in Moscow for couple hours and get a hotel room. But do I need a visa? Moscow is a part of Europe too, so i'm confused here. please help

I hear something about transit visa. Do i need it? How do i get it and how much is it?

To leave the airport you will need a visa. You won't need a transit visa as long as your layover is less than 24 hours and you are not changing airports or if traveling through Sheremetyevo airport you stay within terminals D,E, and F.

Latvia is FSU, do they need a visa in Russia? Ukrainians do not, but I do not know if that applies to ALL former Soviet Republics

Alla is not sure either, she says at one time they did not need visas but she is not sure if they still can travel without visas

You don't need a visa in EU countries.. ie Latvia, Lithuania, Estonia, Germany, France, Poland, Finland, etc.. but you do need a visa for Russia.

A lot has changed and Latvia is part of the EU.
