Unable to get police reports

Hello,

My fiance and I are applying for the K-1 visa and we're just starting the process. However, when we get a little further on I have a worry. One of the necessary things is for my fiance to have a police report from each country he's lived in for more than 6 months to state that he doesn't have a record and didn't commit any crimes. For Jordan, where he is from, we won't have any problems getting this report. However, he lived in Saudi Arabia for over 6 months as a flight attendant with Onur Air. The type of visa they gave him was an emergency visa to help the airlines (I don't know the details of why this is the visa he had and they renewed it for him several times). When he went to the police station to get a report they said they wouldn't give it to him because he wasn't a resident and they had no official records of him... the same thing happened when he went to the Department of Justice and his company also said they wouldn't give him a letter (although he has his experience letter, which he wouldn't have been given if he had gotten in any trouble). Basically, there's no way to get this police report from Saudi. What should we do?

6 months? I think they need PCC if one lived outside of country for over 1 yr.

Try to contact the US Embassy of his location now and see what's their say about this. Beneficiaries from the Philippines who worked in UAE can't obtain police report too because they are no longer in that country so they are no longer required to get it. Maybe it's the same situation.
