Lawmakers from the ruling United Russia party have backed a controversial bill imposing fines for the promotion of gay "propaganda" among young people in the city of Saint Petersburg.

The bill proposed by the United Russia faction was passed in its first reading on Wednesday in the city's parliament, where the party controls 23 out of 50 seats.

It would need to be passed in two further readings to become law.

Gay rights activists held pickets and gathered signatures in a petition against the bill. Two people were detained Wednesday for standing with protest signs near the parliament building, local media reported.

Under the bill, anyone who committed "public acts" promoting homosexuality, bisexuality or transgender identity to minors could pay up to 3,000 rubles ($97.50), while an organisation could pay 10,000 to 50,000 rubles.

The bill gave no definition of a public act, with activists saying it could be used to crack down on gay pride events, which are regularly banned in Russia.

The bill also imposes the same fines for promoting paedophilia, tacitly equating it with homosexuality, which was decriminalised in Russia in 1993 under the presidency of Boris Yeltsin.

Its backer Vitaly Milonov of the United Russia party said it was intended to "stop the flow of immoral information that pours over children and young people," in an official commentary.

"Sometimes parents and schools are unable to stand up to the powerful showbusiness industry that promotes immorality and permissiveness," he said.

The Memorial Anti-Discrimination Centre in St Petersburg, a rights group, issued a statement calling for deputies to vote down the bill, saying it "contradicted Russian and international legal norms."

If passed, the bill "will spoil the reputation not only of Russia but of Saint Petersburg as a European city," Igor Kochetkov of the city's LGBT Network rights group said in a video blog.

The bill had the aim "on the eve of elections to get the votes of the most conservative voters," he said.

Casual homophobia is common in Russia, where almost no public figure has spoken openly about being gay.

Are gays allowed to marry and then immigrate to the US on a spousal visa? I don't think so. So try again.

This is an immigration site is it not?

This is the Politics & Religion sub-forum, is it not? And was that not an offshoot of the Off Topic forum, wherein issues not relating to immigration process and procedure were to be discussed? Are there not people on here who are seeking visas that are not marriage-based? One could petition for one's gay child, for example, were the child of the appropriate age, or indeed for one's gay brother, sister or even parent. There are gay people who win the green card lottery. Being gay does not exclude a person from becoming a permanent resident.

Furthermore, this is a family-friendly website, as we are often reminded. Hate is not a family value. Still further, I would refer you to the TOS, and particular the sub-section entitled, "Permitted Uses."

US stupidity and bigotry re. marriage law and immigration aside, you're completely off the mark in addressing the gist of her comment.

I understand Maven only too well. Some of us find the gay life style revolting.

Your making this way too easy for me. First off same sex marriages don't fly with the US immigration services. Second no visa form has anything on it asking if someone is a homosexual or not. Third there are a lot of us out there that find the homosexual lifestyle sickening, perverted and absolutely revolting.

Now if I ever get the urge to dress up like a chick and have another man stick his pen0r up my ####### right after I give him a knob job you will be the first one on here I notify. But don't hold your breath on that ever happening.

just because you find something revolting/sickening, does not signify hate in the way you are using it.... "Hate" is thrown around WAY too much.

Hate can be a family value.

Around here, we hate freeloaders, we hate when people throw trash on our lawn, we also hate watching the culture go down the tubes so everyone feels "normal" and accepted".

A family should have many values, and hate in the proper place is one.

There's a BIG difference between "public acts promoting homosexuality to minors" and "supporting homosexuality". The information should be available of course, but just like I don't want my kids to have religion, politics, sex and violence shoved down their throats, I don't want their sexual orientation discussed either... they need to think for themselves.

I'm not saying homosexuality is wrong but there are SO many girls I used to know that pretended to be bi just so they could get guys attention. I also knew a guy that kissed a guy because his gf was bi and he wanted to impress her. Again I couldn't care less what people do but this is about stopping the public promotion of it to impressionable minors.

Example. A young girl I know went to see a school counsellor, she was fine it was just the standard meet-and-greet. Gave her a WHOLE bunch of paperwork about depression and bi-polar disorder. Wouldn't you know she starts going on about how she's this and that and starting to show the symptoms. Kids are impressionable. We should TEACH them but allow them to make up their own minds. Give them the options. Let them read and learn their options but promotions one way or the other just makes them want to "fit in" rather than being who they are.

The examples you provide are of criminals. Being gay is not a crime in America, and that's something we should be proud of.

Honestly, for someone who professes to be so disgusted by homosexuality, you do seem to post about it rather a lot. I would think that one would avoid people that one does not approve of. I for one generally do not like right-wing nutjobs, gun freaks, dirty hippies or the sub-literate, so I avoid mixing with such types in real life. Alas, on VJ, I can't filter them out quite as well.
