Does your mom meet the requirement for income for 5 people? If not then she cannot be the sponsor.

Your mother + your father + the 2 girls + your wife = 5 people house hold = $32,712 income annually. This is the income your mother needs to make to sponsor them.

You+ the 2 girls + wife = 4 people house hold = $27,937 income annually. This is the income you need to make for your family to sponsor them.
