He needs a co-sponsor. He monetarily does not make 125% above the poverty line. Plus, you should have one if you are unsure. You want to cover yourself and not run into trouble at the interview and delay your case. If in doubt, get a co-sponsor!

He needs a cosponsor, they only go by income or assets if you list them.
