Just wanted to give some info to Floridians who in the process of AOS. I did get mt drivers license with NOA1. May be I got lucky, but I was very persistent. I called a few times before going, then I went there 2 times and the 3rd was the lucky one :) But I had already SSN which I think just eased the process since it is in the "required documentation". They need only originals, and my Original SSN was lost. So i had to go to Social Security Administration to get a print out from them with a stamp. That worked for DMV. Second time I went they needed the proof of my husband citizenship: passport or naturalization certificate. So we had to go back to get that. With all this papers they let me through to finish the process. I already had my drivers license, it was expired So all I had to do is renew. They renewed for one year. I'm very happy with that. And thank you to my wonderful husband for being so patient and supportive.

Thanks for posting. There was some misinformation out there. I got my FL license with the NOA (I-797C), SSN, and some proof of address. I didn't require proof of my husband's citizenship, though. That's weird, and obviously something they dreamed up at that office. lol. Mine was good for a year also. When it came time to renew I took them my GC, they congratulated me (which was nice), and then sent me an 8 year license.

Do you guys know if someone with an international license can get a permanent Florida DL without taking the driving test?

It depends what country you have a drivers license from if you have to take the test again.

Sept 19, 2011 BIO appointment

Sept 19, 2011 EAD approved

Sept 26, 2011 EAD Card received

Thank you KeyWest for replying. I don't speak of a foreign DL, I mean an international one which allows a person to drive in all or most countries. I know that you can drive with one here in the US, but wonder if it can be used to acquire a FL DL without all the testing.
