However, USCIS agent told me question 15 is petitioner's employer when I talked to them.

So, I am not sure who is right since the way they made the form makes people confusing.

If you look at the fist page of the I-130, most of the left half is Part B #1-14b --all about the petitioner, your son.

The right half of the page is call Part C #1-16 --all about the immigrant, you benuk.

Part C continues on page 2 with #17-22, also information about benuk.

Well I feel very sure that 15 goes with Part C Beneficiary. Think about Part C. Would they pick up again on page 2 with #17 if they didn't have a 15 or 16 on the previous page? People do call the USCIS phoneline the mis-Information line because they don't always give out correct information.

100% sure. Have a look at this sample I-130 from the London Embassy: http://photos.state.gov/libraries/unitedkingdom/164203/dhs/sample_of_a_completed_i130.pdf You can be sure that the person who completed this sample knew what they were doing. Whereas unfortunately some of the people who answer the phone for USCIS do not know what they are talking about.

This should convince you that question 15 is about your, the beneficiary's, employer. It should also convince you that answering question 18 entirely truthfully (ie "i don't know yet") is fine.

Regarding your son's other names, do list the one shown on his Spanish passport.
