No one can answer you based on the information that you've provided.

I suggest you look at the N-400 form and instructions to determine your eligibility. You can find that info on the USCIS website.

Been a resident since Feb 04 2009. How do I apply and what steps are involved? What kind of evidence do we use this time? Please help. Thanks much.

You have plenty of time ahead of you. Check this forum and the USCIS website.

Will you be applying on 5-year residency basis or as a 3-year resident married to a US citizen?

Assuming you will be applying based on 5-year residency, you can apply 90 days prior to your 5 year residency anniversary. In your case, you will be able to apply on 11/06/2013. You can use the calculator at this link to check your application date: http://www.uscis.gov/dateCalculator.html

The current rules are that within the 5 year residency you show good moral character (obey the law, pay your taxes, etc.), be present in the US for at least 30 months (physical presence requirement) and do not take single trips that last longer than 6 months (continuous residence requirements). When the time comes for your application you will need to submit

1. Filled out N-400 form

2. Photocopies of front and back of your greencard

3. Two passport-style photos

4. Check for fee

As I said, you have plenty of time ahead of you and should re-check the rules as you approach your application date. One suggestion that I have, keep track of the exact dates and addresses where you live during your residency. Also, keep track of your employment addresses and dates and also dates and destinations of your international trips. I used an excel spreadsheet to keep track of all of these (i.e., my addresses/dates, employment/dates, and travel/dates). This makes things very easy when you fill out the N-400 form since you need all of this information.
