I am wondering whether or not to mention in the cover letter the reason why we have not submitted utility bills or car stuff ( I do not have a driver license and my husband pays the bills and never added my name to any utilities) we have everything else, should I mention it or not?

Timeline

A cover letter is essentially an inventory of what is being submitted. Any sort of explanation (if the question is asked) would be done at the interview. Focus on assembling strong evidence.
