They can ask for an interview for ROC. It just doesn't seem to be common, but it is done.

tell me about it. my wife's noa was in november 8th and biometrics was in january 2012. we still haven't got the green card. i checked the online status at uscis.gov website. said it's still in "initial review". why is it so slow at the vt center?

This is a question that all Vermont filers would like answered. I guess we just got to be patient and eventually they will get around to approving everyone at their leisure. If you can't fight City Hall, then you surely can't fight the U.S. Government. Just sayin...

So with all the worrying and waiting, finally I got a update email from the USCIS, stating CARD/Document Productions. Wait for 30 days to arrive in the mail! Thank you guys for all the support! Now we wait to file for Naturalization.
