HELP! Travelling to USA while H1B in process

Hi everyone. My husband has been offered a position with an American company and this company intends to apply for a H1B visa for him once a few pre-emplyment things are done. He is supposed to travel to the USA on business with his current employer (who hasn't been given notice yet) on Tuesday. We have also booked a flight for me to meet him there next weekend so we can look at homes to rent etc. His start date for the new job is tentatively set for Dec 1. We assumed they would be applying for a TN as he qualifies for one. He is also suppose to be travelling to the USA for his current employer the week of November 14th. So my question basically is, can he/we travel while these visa's are being processed? What do we say to the border? I'm having a panic attack about this since he can't really quit his current job until all of this is worked out and visa is in hand.... however he is expected to travel extensively with his current employer. HELP!!

You need a visa to enter the US.

You will not be allowed to enter without one, even if there is one in process.

You can enter with a tourist visa to search for apartments, but then you will have to leave and come into the US again with the new status.
