Ok Let me try this Again. First time many people seem to get off topic and then resulted in personal insults and attacks to other members and to myself and my fiancée.

I will explain in more detail. I NEED Advice in trying to solve a problem. My fiancée is 18 years old. She has no access to the internet or café. She lives in a very remote area in Guimaras. Her family as no electric they are very poor with little education. Only way to communicate is by cell phone. She is over 45 min motorbike ride to nearest net café. She has very basic English at best and parents know no English. Her parents have never been on a plane and she is 1 of 10 children in which she is 2nd oldest. Very few friends and family members in her area and none they are capable of helping her.

Her parents have tried and because of one aunt who everyone relies on because she knows English seems to confuse everyone and gives lots of bad advice. She has tried and failed on many attempts to get her passport and papers needed. Which ends in frustration, arguments and crying over the phone. She was only able to get her NSO Birth certificate which she by mistake sent me when I asked for a copy of it.

At this point she has NO papers needed for her visa. She has NO official ID of any kind. She feels incapable of being able to do this on her own. She wants me to come back and help her do it and to go to Manila with her for the medical and interview. Her parents also feel this is needed because they fear for her to go to manila alone. Her mother has 8 minor children and small new born baby, her father has no English and I don’t think they understand tagalong either.

I feel at this point I either need to find someone educated who knows this process who can help her, or I need to go back and do it. Problem is my money is a little tight so need to be able to plan this in a way to keep cost and time as low and possible. I can take up to 60 off from work. But it will be unpaid. Anything over 60 days I risk putting my job at risk.

Paul, the only first hand experience I can lend to your problem is that my fiance is in Cuba, with very little internet access and NO access to printing any forms out from a computer. Also, the mail service between our two countries can't be trusted. So, any paperwork had to be HAND CARRIED, either by me or someone I trusted to deliver it.

So, in that way only is our situation similar.

My opinion is - you should go and help her. But, also - be aware that you will also probably have to go help her with the interview also which means another trip (it can't be done all at once, can it?)

Taking this trip has the disadvantage of the money/time off from work, but has the advantages of doing the paperwork needed and showing more proof of relationship information as well as seeing your sweetheart.

That's my opinion from my perspective. Good luck in your journey.

I would try to find someone to help her thru the paper gathering stage. Only idea I have is take out an add in the nearest local classified. She will need you more at the interview. Unless you can split the 60 days and make more than one trip but that gets expensive. Many province girls have never been to the "big city" and most parents won't let their daughters go far unescorted. You could put together a list of things she needs to get but only give her one task at a time to make it easier. First is ID , orig Birth Cert, passport didn't take us long. Later get the cenomar and NBI. You have time for the last two because it's best to have recent before interview even tho they are good for a year. When my fiance and I have something detailed or complicated to work on typing is often better than talking. It's not good you only have cell phone but that means you can text also. If you can get her thru the paper stage the 60 will come in handy later but if not problems or RFE's you can do physical, interview in a week and have visa in about 2 weeks roughly or pay express fee and maybe pickup in week or so. She will still need to attend CFO after visa to get her certificate and travel sticker, can be done in a day or two. One thing you should check because I don't remember but I have heard USEM is hard for a girl of 18 and I think her country requires written parental consent until age 21.

Call NSO hotline first to order the Cert true copy (they don't want to see the one from registrars office) of BC and CENOMAR. Then get the NBI clearance then you can now proceed getting the passport. Updated NBI clearance and impeccable (meaning no misspellings, no incorrect detail like wrong sex or birthday) Cert True copy of Birth Cert is enough for her to be issued a passport.

If she can't do it still, PM me, give me the details I'll call NSO myself. They will only ask for the payment once it's delivered to her.

why don't you call NSO hotline and give them the exact detalis of your fiance BC and request for her auth. BC and CENOMAR at the same time,after few days or weeks they will deliver it to her that way you will save time and money too.

May 17, 2011: The big day!!! We finally exchanged "I DO's"

Aug. 26,2011: NOA1 (it was a very stressful long wait!)

March 1, 2012: NOA2 the moment we've been waiting finally here!!!

March 20, 2012: I called NVC got our MNL case# and IIN and sent my DS3032 via email

March 22, 2012: Received 2 Emails from NVC PAOSF I-130 and ACL

March 24, 2012: AOS paid online

March 27, 2012: AOS PAYMENT ACCEPTED

april 04, 2012: AOS PACKAGE ON ITS WAY TO NVC

for official ID you can ask her to get a postal ID in a local post office in their area.

Postal ID is NOT accepted in obtaining passport. NBI clearance and Cert true copy of BC are fine. She will need it on the embassy anyway. I don't know if she will need other forms of IDs in future though.

Yep, Postal ID is practically worthless anymore as it isn't trusted due to the fact that it is so easily forged nowadays.

I'm in. But she still needs how to know how to get a passport in Iloilo, I can book an appointment for her but a personal appearance is a must. I'm willing to accompany her for her medical and interview at the embassy. She just need to figure out how to travel in Manila and see me. Then we'll both sop in Divisoria for our wedding gowns. All I am asking is McDonalds happy meal. :yes:

Once your I-129F petition is approved by the USCIS and is sent by the NVC to the U.S. Embassy Manila, the Embassy will send a letter to your fiancée telling her that she is eligible to schedule an interview. The letter will also tell her about the requirements for the interview, and also about the medical. You should study up on that information.

You can read the Embassy letter here.

You have already gotten some good information on how your fiancée can get her passport. Getting her NBI clearance and her birth certificate are the first steps to getting her passport. Your fiancée can probably apply for a passport on Guimaras. If not, she can do so in Iloilo City.

Paul...Is Ilonggo your fiancée's dialect? How are your fiancée's Tagalog language skills? Can she communicate OK in Tagalog?
