Exactly. Another example is building inspectors for residential property. The cost for the inspection is mere chump change in comparison to the amount of the mortgage, let alone the fees, yet it provides a value for both the buyers and sellers as well as creates a job market for inspectors.

Why does anyone that thinks regulations are good and create jobs not in favor if strict enforcement of labor laws and regulations against employers to prevent employment of illegal immigrants. Illegal immigrants are most often used to avoid the expenses of regulations, taxes, workers compensation, safety rules, etc.
