Depressed! what should I do now????

Hi everyone,

I am very much thankful to all of you wonderful VJ people for every inputs of ideas I got from you guys since I started as a lurker

here and until I became an official member. I read stories of success, painful journey's and heartbreaking stories too that indeed made

me feel being a part of everyone even not knowing them personally. Anyway, here is mine, I had my interview last Sept 14 at Manila US

embassy and got issued a 221g refusal form. Reason for that is I have a late registered BIRTH CERTIFICATE (got registered when I was

already 22 years old)so the CO asked for my BAPTISMAL CERT. I understand and read from USEM website 221g cases takes 20 days of process.

On Oct4 the CO reviewed my 221g document and found it to be OK, however he came up with new documents to submit. On Oct 14, a USEM phone

representative told me the CO needs my SCHOOL records and I need to have this MARRIAGE INDEX too!!!!!!!

Why he didn't asked all these the first time and wasted my time waiting??? I was told I can go to USEM window 38 and request for that

marriage index request form. On Oct 17, Monday, I was told I'M NOT SUPPOSE TO GO THERE AS THEY WILL MAIL ME THE FORM!!!!!! I was like,

You Kidding me?????????? Well the man, apologized for the misinformation BUT NOT ONLY THAT! my docs was reviewed Oct 4 and the CO hasn't

sign yet that stupid marriage index request until that day!!!! AND I STILL DON't HAVE IT UNTIL NOW!!!!!!!!!!! GRRRRRRRRRRR..I am losing

my grip. My USC hubby can't deal also with my constant ranting over this unfair treatment. We have been away for almost a year now

thought this process wont take this long, WE are proven wrong! I was so prepared on my interview, never thought my late registered birth

certificate would cause me so much trouble! :crying: :crying: And now I learned my from 137 in elementary is gone! The school phased

out already the 1980's records! Please I need your great advice what to do now?? The CO who handled me is a half asian american and

is very strict. I Don't know if affidavits of loss would work? Would a City Mayor's affidavit would help? This maybe a geographical

concern but anybody's brilliant idea will be highly appreciated. Thank you beautiful people!!!!! God bless!!!

It's gone because they will transfer it to your HS then college will ask for your HS record. Where did you last attend? That's where you should get it. Did they specify Form 137 or just any school record?

But I was so prepared! honestly I didn't thought my late registered BC would be a problem! I know a member here who was also late registered got interviewed at USEM and never had a problem at all!! I guess its called luck! Yes they got my passport of course!! It is a 221g and you will be required to send your passport along with the 221g document asked! I have specific concern about the phased out school record. Thank you!

They just said school record and being a teacher by profession LOL, I know form 137 is the best one could present! I can try get it from High School but even you got it from your old school., that record is a permanent record..school should keep it..but there was ONDOY flooding right?! So maybe they said phased out but actually the records are just simply gone taken by the flood :blink:

I really don't think this is a big deal. They just need some answers. They took your Passport. It's not a Denial. Remember, the Petitioner is the one that needs to address questions that are SERIOUS. They are just looking at you right now as the Benificiary. BEST I SEE

If said they phased out 80's record, then would that mean that that's the only one hit by Ondoy and they still have the 90's onwards? If they said that they don't have it, don't dwell anymore on Form 137 specially if they didn't specifically asked for Form 137. As mentioned earlier, you could get your college, HS and masteral records. Go to DECS or CHED if you want. You're a school teacher, right? You know how school system record works.

Don't worry once this is all done, you will reunite with your husband. You are getting there.

why a form 137? why not secure form 138..plus, dont you have the schoold diplomas from your pre-school to college?

Just focus on your HS record and possibly a letter from the Elementary school principal why you can't provide a form 137 or go to Regional or National DECS see if they have record there.

I know I am close to the end of this first leg of visa journey but I wonder what documents I could present to let the CO know..I was schooling those times and the records are gone

You can't be a teacher if you didn't go through all the way to college. Just focus on HS and College transcript of record. Gone is gone. Worrying about something you can't is just a waste of energy. You could do this.

I think I can understand what the consul is establishing. Its because people can late register and create a new name that easy. This fraud happened and I know someone who was able to do it..tho not as an applicant for US visas but in entering some other country. Its easy to late register but I know that its not easy to create records proving one exist from elementary to high school. Tho still I suggest you request form 138 and not 137. this two are different, as a teacher I guess you are aware of that.

You maybe right! But I still cry unfair! I know somebody here at VJ who just left this month just got interviewed last Oct 4, where her BC was late registered (done when she was 15 years old) issued a visa very quickly after her interview..The CO didn't bother!!! Why me???

My GOD! I am such a good law-abiding citizen :( :( ..OK! It is! what it is!, form 138 is simply a report card. I Don't have that anymore

that one has been submitted to HS, and if my elementary school is saying they no longer have my form 137, then securing the form 138

is impossible!!

I am thinkin getting an affidavit of loss from a family lawyer, affidavit from school principal and City Mayor. You think this would help??? I am also thinking scanning my old diploma however u know old low tech system before..my name on it is only written with the use

of a marker..it washed off already :crying: :crying:

I agree with you 100% however I worry the CO was so strict He might not consider it!! I am under major scrutiny that's how I feel! or I am

just being too paranoid because of the run around given to me. Even that Marriage Index form that I need to have so I can go to NSO Pasay branch,, the CO didn't sign yet. He want's to reverify our marriage despite I submitted my CENOMAR and CEMAR! the guy told me it's a protocol since its CR1 petition and its part of Administrative Review.. But where is that letter from them?? It's another month now!!

Don't worry..if there's a will there's a way :D - try going to the division offlice your school is under or at the dep ed...i know schools forward records to them.
