So I was born in Quebec and recently realized that I had to get a new long form Birth Certificate because I was born prior to '94.

I am awaiting the Birth Certificate which will be here late next week but I am wondering since I have paid the IV fee can I start filling out the DS-260? It is available and Im just not sure how it works. Can I email all of the civil docs next week? or everything except the birth certificate and risk an RFE until I send it in?

Yup, you can fill out and submit the DS-260, and send the supporting documents for the IV package at a later date once you have the birth certificate.
